By one of his first orders after being elected mayor (on June 12), Anatoly Sobchak created the Mayor's Committee on External Relations on June 28 and appointed Vladimir Putin as its chairman.
During the August coup, on August 20, 1991, Putin (as he himself recalls[2]) submitted a second report on his dismissal from the KGB, which was signed the next day; he did not leave the CPSU (he terminated his membership due to its ban on November 6, 1991).
In 1991, Putin invited director Igor Shadkhan to make a series of television films "Power" about Sobchak's team, after which the first interview with Putin was recorded[5][6]. According to his own words, the reason was the desire to publicly talk about his work in the KGB[2].
In December 1991, Sobchak appointed Putin chairman of the Supervisory Board for Casinos and Gambling[7]. According to Putin, measures to control the gambling business were unsuccessful: despite the fact that the controlling stake in all casinos in the city belonged to a municipal enterprise, "all the money from the tables went black"[2].
The Neva-Chance Municipal Enterprise was a co-founder of the Neva Casino company; both enterprises were registered at the address of the Committee on External Relations[7]. In 1993, during a prosecutor's check, it turned out that all gambling establishments in the city, except the Admiral Casino, owned by Casino Neva[8], operate without a license, and issuing a permit to engage in gambling business to Lenatraktion signed by Putin was illegal[9]. Investigation of the activities of the City Hall's Committee on External Relations (1992)
On January 10, 1992, the Leningrad City Council established a deputy working group to investigate the activities of the City Hall's Committee on External Relations, headed by Marina Salye and Yuri Gladkov. The scandal was related to the program in force at that time, which was implemented by the FAC headed by Putin and the content of which Putin himself later defined as follows: "[businessmen] are allowed to sell goods abroad, mainly raw materials, and they undertake to supply food products"; this scheme was considered the only way out of the food crisis[2]. Putin was accused of "issuing export licenses abroad for the sale of oil, timber, non-ferrous and rare earth metals by barter to dubious and little-known firms, often created the day before. In addition, in most cases, licenses were issued in advance — before concluding contracts with Western partners and without presenting documents on the availability of goods."[11]. Putin was accused of setting dumping prices, and as a result caused significant material damage to the city. The commission's conclusions, signed on March 23, stated that the FAC did not comply with the most important conditions guaranteeing the implementation of any of the signed contracts; most of the contracts it signed were legally flawed and could be declared invalid; all licenses it issued were illegal; Putin and his deputy Anikin had a "special interest in concluding contracts and issuing licenses." to certain firms and individuals"; the FAC assumed the functions of a wholesale organization that were unusual for it, without at the same time having a pricing policy;. Marina Salye, in response, accuses Putin of lying. According to Marina Salye, "the case was transferred to the control department of the Presidential Administration to Yuri Boldyrev. Boldyrev appointed a commission, the commission arrived in St. Petersburg and there were no results.
